My Anime Mine Colossus not spawning

Start at the zone board on your plot, not Settings: Update 5 moved the Colossus level selector there. A missing menu and a missing spawn are different problems.
The sentence I can stand behind is from the developer notes: Colossus level is chosen on the zone board on your plot, not in Settings. Hallowkeep has its own Colossus, and Colossus I there is what opens the Summoning Shrine. I do not have an official bug report that says the Colossus fails to spawn, so I will not call it a known bug.
Checks that follow the notes
- Open the zone board on the plot. The level control left Settings in Update 5.
- Check which zone and level the board shows. Hallowkeep has its own Colossus; an earlier-zone level is not its Colossus I unlock.
- For the shrine, you need Hallowkeep Colossus I specifically.
- Read and record any unmet requirement shown on that board. The official notes do not give a complete spawn-condition or timer table.

If you need to report it
Keep a screenshot of the zone board and note the date, zone, selected level, visible requirements and whether rejoining changed the result. Check the developer updates and official community for a matching notice. Do not assume potions or Enchanted Dice force a Colossus spawn; the checked notes do not say that.

Why isn't my Colossus spawning?
I cannot confirm a spawn bug. The documented change is the level control moving to the zone board. Start there.
Does every zone have one?
The Update 5 notes say Hallowkeep has its own, and they talk about Colossus level per zone. I do not have a 12-row spawn table.
